TÜRKÝYE AÝLE VAKFI-TAV (ACÝL)

Topluma yönelik hizmetlerin sunumunu inþaat yapmaya benzetirsek; kamu ve yerel yönetimlerin görevi kaba inþaat kýsmý, gönüllü kuruluþlarýn (STK/NGO) vazifesi ise iþin ince iþçilik kýsmýdýr.

Ailede de durum böyledir.

Babanýn iþi, inþaatýn demir ve beton gibi kaba iþleri, annenin iþi ise, ince iþçiliktir.

Medine’de mescit merkezli kurulan Ýslam Ümraný’nýn itici gücü vakýflardýr.

Ýlk sosyal hizmet kurumu olan “ashab-ý suffe” merkezli geliþen gönüllü teþekküller hayatýn bütün alanlarýna hýzla nüfuz etmiþtir.

Göçmen kuþlardan, ýrzahanelere (süt annelik vakýflarý), içme suyu hizmetlerinden mahalle sandýklarýna; ecdadýmýz hayatýn en ince ayrýntýsýna kadar vakýflar üzerinden gönüllü hizmetlerle kamu ve yerel yönetimlerin yaptýðý kaba inþaatý ince iþçilikle desteklemiþ ve bütün boþluklarý gönülle/gönülden doldurmuþtur.

Cumhurbaþkanýmýz tarafýndan 2025 yýlý “Aile Yýlý” ilan edildi.

Bu yýl da atmamýz gereken en önemli adým “Türkiye Aile Vakfý” ný kurmak olmalý.

Aile ve Sosyal Hizmetler Bakanlýðý aileye yönelik hizmetlerin kaba kýsmýný yerine getirirken “Türkiye Aile Vakfý” iþin en kýlcallarýna kadar nüfuz etmelidir.

38 yýllýk memuriyet hayatýmýn 19 yýlýný Aile ve Sosyal Hizmetler Bakanlýðý çatýsý altýna çalýþtým.

Cumhurbaþkanlýðý ve Baþbakanlýk destekli birçok projede bulundum.

Bakanlýk ve baðlý kuruluþlarý yakýndan tanýma imkâný buldum.

Nimet Çubukçu, Fatma Þahin, Çiðdem Erdoðan Atabek ve Mahinur Özdemir Göktaþ ile bizzat görüþtüm.

2004 yýlýndan bugüne baþkanlýðýný yaptýðým “Aileyi Destekleme Derneði” üzerinden aileye dair çok önemli gönüllü çalýþmalarýn içinde bulundum.

Dolayýsýyla Türkiye ve Dünya’daki aile odaklý çalýþan STK/NGO hareketinden haberdarým.

Örneðin; Hollanda-Amsterdam’da 1520 yýlýnda kurulmuþ 0-18 yaþ gençlere yönelik çalýþan Spirit Foundation ile 5 yýl bizden 10, onlardan 10 kiþilik ekiplerle “Aileye Aile Ýçinde Yardým Projesi”nde Türkiye ekip baþkaný olarak birlikte çalýþtýk.

Proje sonrasý “Aileye Aileye Yardým Projesi” en önemli çýktýsý Yurt ve Yuvalarýn kapatýlarak sevgi evlerine dönüþtürülmesi oldu.

Projenin bir sonraki hedefi ise; sevgi evlerinin de kapatýlýp koruma altýna alýnan her çocuðun “Ýlk Yardým ve Müdahale Merkezi”nde kýsa bir müddet yasal prosedürler için misafir edildikten sonra sýrada bekleyen evlat edinme ve koruyucu aile sistemindeki ailelere teslim etmekti.

Çünkü BM Çocuk Haklarý Evrensel Beyannamesinde yer alan “Her çocuðun bir aile içinde büyüme hakký vardýr” hükmü gereði bu süreç tamamlamasý gereken bir zorunluluktur.

Örneðin; koruyucu aile bulunmasý hususunda gönüllü teþekkül desteði þarttýr.

Henüz bu aþamayý maalesef tamamlayamadýk.

38 yýllýk kamu görevinde gördüm ki; gönüllü destek olmazsa kamu çok fazla boþluk býrakýyor.

Örneðin; Diyanet Vakfý’nýn faaliyetlerini çekin, Diyanet Ýþleri Baþkanlýðý kurumu hizmetlerinde büyük boþluklar oluþur.

Yazýmda özetle ifade etmeye çalýþtýðým düþüncelerimi ve “Türkiye Aile Vakfý” önerimi Konya’da Taþ Bina’da Aile ve Sosyal Hizmetler Bakaný Sayýn Mahinur Özdemir Göktaþ’a bizzat ilettim.

STK/NGO ve medya kamu ve yerel yönetimlerde fikir, proje ve uygulamalarda destek vererek iþin ince iþçiliðine talip olmalýdýr.

“Türkiye Aile Vakfý” 2025 aile yýlýnýn en acil, en zaruri ve en önemli adýmýdýr.

“Gönül öyle bir kelimedir ki; alçak gibi bir kelimeyi dahi kanatlandýrýr”der rahmetli Fethi Gemuhluoðlu.

“Türkiye Aile Vakfý” ile gelin aile ve sosyal hizmetleri gönülle buluþturalým.

Ýþe gönül katalým ki; kanatlansýn, uçsun.

Turkish Family Foundation-TFF (Urgent)

If we compare the provision of services for society to construction; the duty of public and local governments is the rough construction part, while the duty of voluntary organizations (NGOs/NGOs) is the fine workmanship part.

The situation is the same in the family.

The father's job is the rough construction works such as iron and concrete, while the mother's job is the fine workmanship.

The driving force of the Islamic Umran, which was established in Medina with a mosque, is the foundations.

The first social service institution, the voluntary organizations that developed with the "Ashab-ý Suffa" center, quickly penetrated into all areas of life.

From migratory birds to Ýrzahanes (wet nurse foundations), from drinking water services to neighborhood chests; our ancestors supported the rough construction carried out by public and local governments with fine workmanship through voluntary services through foundations, and filled all the gaps wholeheartedly.

The year 2025 was declared the "Year of the Family" by our President.

The most important step we need to take this year should be to establish the “Turkish Family Foundation”. While the Ministry of Family and Social Services carries out the bulk of the services for the family, the “Turkish Family Foundation” should penetrate into the smallest detail of the work.

I worked for 19 years of my 38-year civil service under the roof of the Ministry of Family and Social Services.

I took part in many projects supported by the Presidency and the Prime Ministry.

I had the opportunity to get to know the ministry and its affiliated organizations closely.

I met with Nimet Çubukçu, Fatma Þahin, Çiðdem Erdoðan Atabek and Mahinur Özdemir Göktaþ in person.

I have been involved in very important voluntary work regarding the family through the “Family Support Association”, which I have been the president of since 2004.

Therefore, I am aware of the family-oriented NGO/Global NGO movement in Türkiye and the world.

For example; We worked together with the Spirit Foundation, which was founded in 1520 in Amsterdam, Netherlands, and works for young people aged 0-18, for 5 years as the Turkey team leader in the “Aid to the Family Within the Family Project” with teams of 10 from us and 10 from them.

The most important output of the “Aid to the Family Within the Family Project” after the project was the closure of the Dormitories and Nurseries and their conversion into love houses.

 

The next goal of the project was to host each child who was taken under protection by closing the love houses for a short time in the “First Aid and Intervention Center” for legal procedures and then hand them over to families in the adoption and foster family system waiting in line.

Because this process is a must to complete according to the provision in the UN Universal Declaration of the Rights of the Child, “Every child has the right to grow up in a family”.

For example, voluntary support is essential in finding a foster family.

Unfortunately, we have not yet completed this stage.

In my 38 years of public service, I have seen that; without voluntary support, the public leaves too many gaps.

 For example; withdraw the activities of the Religious Affairs Foundation, there will be big gaps in the services of the Presidency of Religious Affairs.

I personally conveyed my thoughts that I tried to summarize in my article and my “Turkish Family Foundation” proposal to the Minister of Family and Social Services, Mahinur Özdemir Göktaþ, at the Taþ Bina in Konya.

NGOs/NGOs and media should support public and local governments in ideas, projects and applications and be willing to do the fine work.

“Turkish Family Foundation” is the most urgent, most necessary and most important step of the 2025 family year.

“Heart is such a word that it gives wings to even a word like traitor” says the late Fethi Gemuhluoðlu.

Let’s bring family and social services together with the heart with the “Turkish Family Foundation”.

Let’s put heart into the work so that it can take wing and fly.
